Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the introduction of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of contrasting events captured the bleak nature of the outgoing year. By day, political struggles are conducted: hopeful statements are issued from different nations. Significant resources is allocated on restraining certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "peace".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is able to track projectile deployments from Russian territory, a ability enabled by current data. From vantage locations, Ukrainian air force fighter jets that had been deployed to counter approaching aerial threats streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.
Shortly after, Kyiv's missile defense thundered: several firings deployed against a hostile projectile. This was a advanced protection mechanism at work, probably supplied through partner states. Every deployment creates sudden vibrations, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: maybe the incoming missile won't cause damage this time, sparing the city from devastation and further power outages.
Continuous Dangers
Following this, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a defensive team – probably imported technology. Sadly, the bullets missed the enemy aircraft – it maintained course toward its target.
Intermittently, this continued until dawn. Kyiv faced the morning news: several casualties, devastation and utility failures in numerous residences as a result of the evening attack. As typically, everyone still went about their day – living the war. But those entire period demonstrated Ukraine's critical military reliance on Western support – a reliance that regional partners are demonstrably unable to fill in the short term.
Unsuccessful Negotiations
The detailed framework from US administration sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new proposal from American administration adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This trend will, undoubtedly, continue.
Tactical Assessments
It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the whole story. American leadership functions according to a principle familiar among international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is impossible to force Russia to surrender the areas that it presently holds in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, Washington does little to discourage Russia, through statements or actions, from thinking that the status quo will not evolve additionally in its benefit in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing civilians and areas but averting a complete military breakdown until circumstances change in its favour.
Current Realities
Realistically, there are no real preconditions for a armistice. Now, individual motivations are entering the equation: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will modify their basic position.
These two forces are influencing discussions.
Conclusion and Outlook
It took a just a single week to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect particular unwillingness to alter the situation, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, largely rely on sustained allied backing.
